Board of Commissioners Meeting
January 26, 2012
Sunapee Town Offices

PRESENT: Theodore Gallup-Chairman, David Cain, David Montambeault, Charles Smith, Peter Hill, Kenneth Meyer, Paul Manson.
Also present: Holly Leonard, David Bailey, Kimberly Hallquist, Tina Helm, Mark Kaplan, Peter Bianchi, Neil Cheseldine.

The Chairman called the meeting to order at 5:30 p.m.

New London Sunapee Joint Meeting:  See Joint Meeting Minutes.

Forms for Signing:
December 15, 2011 Meeting Minutes:  David M. made a motion to accept the minutes as printed, seconded by David C., voted unanimously in the affirmative, so declared by the Chairman.
December Sewer Purchase Journal:  David M. made a motion to accept the Sewer Purchase Journal as printed, seconded by Peter H., after some discussion regarding the Replacement Fund deposit, voted 6 in favor, 1 abstained, passes in the majority, so declared by the Chairman.
December Water Purchase Journal:  David M. made a motion to accept the Water Purchase Journal as printed, seconded by Paul M., after some discussion regarding Osborn’s Marina, voted unanimously in the affirmative, so declared by the Chairman.
Tax Collectors Lien Warrant: David M. made a motion to accept the Water Rent Collector’s Warrant as presented, seconded by Peter H., voted unanimously in the affirmative, so declared by the Chairman.

Water Treatment Highlights:  
Dave B. reported that the Ph meter issues are continuing at Harbor Hill and the cost to replace the meter is $3,995. David M. made a motion to spend replacement fund monies to replace the meter, seconded by David C., voted unanimously in the affirmative, so declared by the Chairman.
Dave B. reported that the effluent flow meters on each of the filters are not working correctly with the lower flows that the town has had lately. There was some discussion regarding the issue. A/D Instruments is recommending Mag meters at Harbor Hill with a cost of $3,611 each to solve the problem. There was some discussion regarding the chlorine, lead and copper issues and disinfection by products. There were some ideas put on the table for the possibility of using just one meter for all three filters.
Water Intake Warrant Article: Theodore G. explained the changes to the wording of the article and the reasons for amending it. Paul M. made a motion to accept the article as rewritten, seconded by Kenneth M., voted 6 in favor, 1 opposed, the motion passes in the majority, so declared by the Chairman.
Charles S. made a motion to retract article 6 from the warrant, seconded by Paul M., Charles stated that the project was never moved or discussed in public meeting. There was some discussion regarding the article and what had been discussed at previous meetings. David C. made a motion to move the question, seconded by Paul M., voted 6 in favor, 1 opposed, the motion was moved, so declared by the Chairman. Voted 1 in favor of the original motion, 6 opposed, the motion fails, so declared by the Chairman.
There was some discussion regarding the responsibilities of the Commission and the many projects coming up in the near future. There was some discussion regarding options for replacement of the intake pipe.

Old & New Business:  Sunapee Center:
There was some discussion regarding the changes to the purchase and sales agreement and what may happen at Town Meeting with regards to the Library.
Theodore G. mentioned filing for candidates.
There was some discussion regarding EDR 155 abatement request, it was decided to table the discussion until the next meeting.

7:26 p.m. Paul M. made a motion to adjourn, seconded by David M., voted unanimously in the affirmative, so declared by the Chairman.
